the clan system will be an advanced form of the chat channels. you got private and public chat chanenls (which is in a few weeks) and then they got a plan of adding "social groups" these social groups. those can be used as or just community of interests. too.
for sc2, they gonna add clans too, for diablo 3 they have other plans etc. but they will definitely add a clan system for sc2 with admin rights etc.
this will take easily a couple of months (social groups/clan system)
i personally think it won't come until spring 2011

Ah nice. Hopefully its sooner rather than later, but you might be right. These thinigs seem to always take longer than expected.
